Could it be buliding up?
Call me a crackpot, or a pothead, or whatever. Today India and France signed an agreement. Coincidentally on the very same day, China and Pakistan sign a similar agreement. The India/France agreement included civilian nuclear energy, and defense initiatives. The Pakistan/China agreement was mostly based around defense, energy, and plans to sign a Free Trade Agreement.
It's scary stuff when two nuclear rivals like India and Pakistan both sign big-time accords with other Nuclear powers. Especially when two of the countries involved are India and Pakistan, who haven't been the best of neighbours to each other (except for the recent earthquake cooperation). Another point to consider is that neither India or Pakistan have signed the Nuclear Non-proliferation treaty (say that three times fast).
